A special review district is a legal tool that supplements zoning and defines desirable physical characteristics of property, including signage, to make sure that changes conform to that character.
- An SRD is an overlay district.
- Establishes design guidelines for property repair, rehabilitation or new construction.
- Only applies to new activity
This committee is appointed by the mayor and staffed by the city planner for the fourth district.

Main Street Community Improvement District
The Main Street Community Improvement District's (MSCID) charge is to enhance the quality of life of Kansas City's Main Street Corridor through addressing concerns of general welfare and common good by implementing a 'clean and safe' program and enhancing the image of Main Street.
Keep America Beautiful, Inc. - Cigarette Litter Prevention Campaign
MainCor received a grant from Keep America Beautiful, Inc. in 2008 and 2009 for the installation of 14 Cigarette Litter Receptacles along the Main Street Corridor. The receptacles were strategically placed at bus stops and other areas that experience a high volume of street traffic.
The Main Street CID maintains the receptacles and performs Cigarette Litter Scans three times a year. Since the installation of the receptacles, there has been a 36% drop in cigarette litter on Main Street!
MainCor Graffiti Free Zone
The importance of Graffiti abatement is to remove it within the first 24 hours.
