Main Street Corridor Land Use and Development Plan
Two years of planning with Main Street property and business owners along with representatives from the neighborhoods and the City of Kansas City came together in January 2003 with adoption by the City Council of the Main Street Corridor Land Use and Development Plan.
This Corridor Policy & Action Steps resulted in the formation of the following programs:

- Transportation
- Planning & Land Use
- Urban Design & Historic Preservation
- Neighborhood Issues & Corridor Edges

Short, medium and long-term goals have been set and are being implemented by MainCor's staff, Board and Committees.
Main St Streetscape Master Plan
MainCor teamed up with the City of Kansas City, Missouri and consultants from Brian Clark and Associates, as well as a Steering Committee composed of Main Street Stakeholders and residents to develop a Streetscape Plan for the Main Street Corridor. City council adopted the plan in January of 2008 and funding has been secured for future implementation.

Program Structure
Planning & Land Use Committee: This Committee was formed as a result of the Main Street Corridor Land Use and Development Plan. Its charge is to review all development and redevelopment plans within the larger area designated in the Plan (railroad tracks near Union Station to Volker Blvd., Gillham Rd. to Broadway Blvd.)
Community Policing: MainCor consistently partners with Kansas City Missouri Police Department Central Patrol Division. We work with the CAT officers, the bicycle patrol and the Community Interaction Officer PO Jim Schriever (816.759.6313). We also partner with the Crime Free Multi-Housing Officers PO Trevor Singer and PO Rick Jones (816.234.5510).MainCor helps with their program by
getting information, providing meeting space, and helping to coordinate properties with program certification.

Corridor Aesthetics & Identity: Besides improving the identity of Main Street, this committee works on graffiti mitigation, removing blight and attracting new development to Main Street. This committee will work with Codes, KCPD (regarding graffiti), Economic Development Corporation and City Planning; as well as various art institutions and community anchors.
Transportation: This committee will work with KCATA, Public Works and City Planning. MAX (Metro Area Express) is the Kansas City Area Transportation Authority's new rapid transit line. Read more about rapid transit.

Urban Design & Historic Preservation: This committee will work on preservation incentive "tool kits" for people interested in historic rehabilitation.
Neighborhood Issues & Corridor Edges: All four area neighborhood organizations are represented on this committee. This committee will look at transitions from business to neighborhoods, down zoning, noise issues.

Committee Structure
Sustainability & Community Relations: Proactive, externally focused - working on safety/security (police), support Crime Free Multi-Housing Program, attend regular neighborhood meetings, relationship with 4th District Council people and other government agencies (i.e. Regulated Industries), organize town halls, Membership, resource/grant development, KCMO general funds, plan Annual Membership meeting, funding and financial management
Marketing/Event PlanningPublic event planning, strategies, with the overall goal of promotion of the corridor.
Planning & Economic Development: Working on issues such as, but not limited to: redevelopment, planning, TIF, CID creation, parking, business attraction and retention
Real Estate Marketing: Real Estate Marketing and clearing house, strategies, website of vacancies and education center. The goal is the promotion of the Corridor.
Aesthetics & Identity/Transportation/Neighborhood Issues & Corridor Edges: Implementation of Action Steps in the Corridor Plan by continuing our graffiti removal program, corridor clean-ups, and work with City Departments such as Codes and Regulated Industries, we can provide a safe, clean and inviting environment for businesses, employees, visitors and those who live near Main Street and travel between Downtown and the Country Club Plaza. Good communication between business/property owners, neighborhood residents, police and city staff is vital to the Main Street Corridor. Main Street is only one-half block deep in most parts The Corridor Plan encourages public transportation and walkability for the Main Street Corridor. As Main Street is very wide in some areas, improvements to pedestrian crosswalks will provide a feeling of safety. Increased pedestrian traffic is an advantage for the small businesses.
Midtown Plan Review/Urban Design Guidelines/Historic Preservation: This committee is made of individuals based on talent - Review by the Midtown Plan Review/ Urban Design Guidelines/ Historic Preservation Committee ensures compatibility of all projects with the Corridor Plan. Use of Urban Design and Historic Preservation as economic tools will encourage owners of historic properties to maintain the historic integrity of the structure, increasing the property's marketability. Reinstating the Facade Rebate Program, would encourage property owners to make necessary improvements to draw good businesses to the Main Street Corridor.
Main Street Special Review District:This committee is appointed by the Mayor of the city of Kansas City Missouri. A special review district is a legal tool that supplements zoning and defines desirable physical characteristics of property, including signage, to make sure that changes conform to that character.
Administrative and Office Management: The Administrative Committee meets
monthly to oversee strategic planning. It oversees strategic planning and determines committee assignments. This committee is made up of the Officers of the Board - they review monthly financials and activities of the corporation.
